In Mexico law is both similar and different than in the U.S. It is similar in the sense that it is often passed by legislation and administered by courts, administrative agencies and police officials. It is different from the U.S., however, in the sense that the system is more like the French and Spanish legal systems which feature many highly detailed statutes as opposed to case law handed down by judges. Mexico law provisions can be confusing to Americans traveling there and U.S. citizens should be wary of running afoul of the system.
