What are the requirements to be eligible to vote in West Virginia state and local elections?

In order to vote under West Virginia law, you must be a U.S. citizen, at least eighteen (18) years of age on Election Day, and a resident of both West Virginia and the county in which you wish to register to vote. You cannot register to vote if you are currently serving a sentence of imprisonment, on parole, or on probation for a felony conviction. You also cannot register to vote in West Virginia if a court has ruled you to be mentally incompetent.
