What are the requirements to be eligible to vote in Virginia state and local elections?

In order to vote under Virginia law, you must be a U.S. citizen, at least eighteen (18) years of age on Election Day, and a resident of Virginia. You cannot register to vote if you have been convicted of a felony, unless you have had your voting rights restored. You also cannot register to vote in Virginia if a court has ruled you to be mentally incompetent.
