Parks Zeigler, PLLC began in January, 2012 as the Law Office of Kellam T. Parks, PLLC.  Kellam left a large firm to give him the flexibility to integrate modern technologies into the practice of law, as well as to represent consumers needing assistance in addressing errors on their credit reports and victims of identity theft.  After the firm added some staff and an associate attorney along the way, Brandon Zeigler joined as a co-owner in March, 2015 and the name changed to Parks Zeigler, PLLC.  Brandon’s experience and varied practice areas allowed the firm to grow at an increased pace, currently numbering fourteen attorneys and twenty-two staff as of November 2022.

With offices in Virginia Beach, Chesapeake, and Elizabeth City, our attorneys have experience and expertise in a wide variety of legal fields. Attorney Jason A. Barlow

Jason was raised in the Great Bridge area of Chesapeake and attended Great Bridge High School. After graduation he went to Old Dominion University, getting a bachelor’s degree in English Literature. Following college, in 1994 Jason began working as a Deputy at the Chesapeake Sheriff’s Office. In 1997 he decided to attend law school and graduated in 2000 from The University of South Dakota Law School.

Returning home, Jason’s first job in the legal field was for the Virginia Legal Aid Society in Suffolk, where his practice focused on landlord/ tenant issues and disability claims. He went on to the Chesapeake Commonwealth’s Attorney’s Office when an opening came available and during his eight years in that office, Jason focused his time on prosecuting DUI charges, drug & gun offenses, and civil forfeiture cases.

Jason transitioned to private practice becoming a partner at Shilling, Pass, and Barlow. In 2021, he was enticed to join Parks Zeigler’s growing criminal practice as a partner in its Chesapeake office, moving into the firm’s newly renovated office a block from the courthouse.

Jason continues to focus his practice on criminal defense, specializing in DUI, drug & gun charges, as well as firearms rights restorations.

In his free time, Jason spends as much time with his family as possible, usually outdoors at the beach. He remains a fan of the Chicago Cubs but is realistic about what that involves.


Attorney Michelle N. Fremen

Michelle is a Florida native and came to Virginia for the Military, serving in the United States Navy as a naval helicopter mechanic. After her service, Michelle attended George Mason University, graduating with a Bachelor’s Degree in Integrated Studies with a Concentration in Legal Studies, as well as a double minor in Social Justice and Women and Gender Studies. During her time at GMU, she was selected to internship at the White House NEOB building and as the student speaker at her graduation ceremony. After college, Michelle attended the University of Richmond School of Law, pursuing her two passions, criminal and family law. She completed two internships and one post-grad fellowship with various Commonwealth’s Attorney’s Offices and one internship with the Children’s Defense Clinic. Michelle also graduated with a Certificate in Family Law.

After passing the Virginia Bar, Michelle accepted a position with the Newport News Commonwealth’s Attorney’s Office. Throughout her time there she handled a variety of cases including possession of narcotics, possession of firearms, DUI’s, sexual assault, murder, robbery, and domestic assault. Michelle moved to the Chesapeake Commonwealth’s Attorney’s Office where she was the Lead Gang Prosecutor for the City of Chesapeake. While there, Michelle specialized in handling gang cases to include a wide variety of violent crime.

While Michelle enjoyed her work as a Commonwealth Attorney, she wanted to explore the private sector and include family law back into her practice. Michelle enjoys working with people and looks forward to being a zealous advocate for her clients directly at Parks Zeigler.


Attorney Shannon Laymon-Pecoraro

Prior to joining Parks Ziegler, Ms. Laymon-Pecoraro spent 10 years at Hook Law Center, P.C. practicing in the areas of elder law, estate and trust administration, estate planning, asset protection planning, financial planning, guardianships, and conservatorships.

Ms. Laymon-Pecoraro has a passion for special needs planning, which has resulted in her becoming a go-to for personal injury attorneys who need assistance navigating public benefits or otherwise protecting a client’s funds. As a result, Ms. Laymon-Pecoraro has worked on hundreds of personal injury cases, developing settlement trusts, including those with special needs trust provisions and Medicare set-asides.

Ms. Laymon-Pecoraro is certified as an Elder Law Attorney (CELA) by The National Elder Law Foundation (NELF). Approved by the American Bar Association and authorized by the Pennsylvania Supreme Court, the CELA certification is the legal industry’s “gold standard” for elder law and special needs practitioners. There are only about 500 CELA-certified attorneys nationwide.


Attorney Kellam T. Parks

Kellam comes from a long line of Tidewater natives. His paternal grandfather’s family grew up on the Eastern Shore and Kellam’s grandfather, after whom he is named, moved to Norfolk as a young adult.  Kellam’s paternal grandmother grew up in Norfolk. Both his parents grew up on the Southside and Kellam was raised in Virginia Beach.

After graduating from the first full class at Salem High School in Virginia Beach in 1992, Kellam attended a small liberal arts college, St. Andrews University in North Carolina, where he fell in love with learning. Kellam graduated summa cum laude with a philosophy degree with honors in 1996, and a triple minor of politics, psychology, and law. After working three jobs the summer after college to save up money, Kellam began law school at the Marshall-Wythe School of Law at the College of William & Mary in Williamsburg, Virginia. Kellam chose W&M due to its strong academic history and his desire to settle back in Tidewater once he graduated in 1999.

Kellam began his legal career with a mid-sized firm doing primarily insurance defense work and moved through a number of local firms seeking the right fit of practice areas, camaraderie, and compensation. After a little over six years at his last firm, where he was lucky to have found the best environment to practice law other than running his own shop, he did just that – founded the Law Office of Kellam T. Parks, PLLC in January, 2012.


Attorney Kimberly D. Pellini

Kim grew up in Vanceboro, North Carolina. After graduating high school, she enlisted in the United States Navy and served over six years as a Hospital Corpsman. Through her training, Kim earned national certifications as an Emergency Medical Technician and as a Surgical Technologist. In her free time, Kim took classes at night and on the weekends to earn her Associate of Arts degree. After leaving the Navy, Kim put her medical skills to good use and began working in a civilian hospital as a surgical technologist.     

Kim enrolled in Florida International University with plans to earn a nursing degree; however, that changed when she took a criminal law class as an elective. Kim fell in love with the nuances of law and decided to change course to pursue a career in the legal field. She graduated Summa Cum Laude with a B.S. in Criminal Justice and a certificate in Women’s Studies. From there, Kim went on to attend Regent University School of Law. While in law school, she was an active member of the Federalist Society and a member of the Moot Court Board. In her third year, Kim obtained a third-year practice license, enabling her to try cases as intern with the District Attorney’s Office.

After Kim graduated law school, she was hired as an Assistant District Attorney in North Carolina’s First Prosecutorial District. She served as an Assistant District Attorney for over 15 years obtaining the distinction of Chief Assistant District Attorney. This position provided Kim with valuable trial experience, trying every type of case from a seatbelt ticket to capital murder. In 2020, Kim completed the process to become a Board Certified Specialist in North Carolina State Criminal Law. Additionally, she teaches Juvenile Law and Preparing for Court to cadets enrolled in the Basic Law Enforcement Training Program at the College of the Albemarle.


Attorney Aaron M. Pomeranz

Aaron Pomeranz is a long-time resident of Hampton Roads and attended Kempsville High School where he played catcher for the Chiefs. He attended William and Mary, continued to play baseball for the Tribe, and graduated in 1992 with a degree in Business Administration. 

After college, Aaron decided to pursue a career in public service and became a police officer with the Norfolk Police Department, graduating the police academy in 1993. While in the police academy, Aaron started working toward his master’s degree in Public Administration at Old Dominion University, which he completed in 1997. Throughout his almost-25 years in law enforcement, Aaron moved through the ranks in various assignments to include: the Detective Division, Vice and Narcotics, K-9, SWAT, and Homeland Security.  As he neared retirement, Aaron knew that it was time to work toward the next step in his career and started attending law school locally at Regent University. He graduated from law school in 2016 while graduating in the top 20% of his class. Aaron retired from the police force on July 1, 2017, having obtained the rank of Captain, and started practicing law on the same day.

Following law school, Aaron worked for a Tidewater law firm in a variety of roles, from serving as a Guardian ad-litem on custody matters and as court appointed counsel for indigent defendants, and practicing in the areas of family law, criminal defense, DUI, reckless driving and other traffic cases.


Attorney LeeAnne C. Schocklin

LeeAnne was born and raised in Williamsburg, Virginia. She attended Virginia Tech, graduating summa cum laude with a Bachelor of Arts Degree in English and a minor in Psychology. LeeAnne is also a member of Phi Beta Kappa honor society. After undergrad, LeeAnne returned to her hometown to attend William & Mary Law School. During law school, she was an Articles Editor for the Business Law Review and a member of the Moot Court team.

LeeAnne began her legal career as a Judicial Law Clerk for the Honorable T.J. Hauler, Chief Judge of the Chesterfield Circuit Court. Following her clerkship, she relocated to Virginia Beach and worked as a litigation associate at a mid-sized firm, gaining experience in a wide variety of legal areas. LeeAnne saw Parks Zeigler as an opportunity to work for a technologically forward-thinking law firm and to accelerate her legal experience, both outside and inside the courtroom. 


Attorney Andrew T. Shilling

The son of a government official, Andy grew up in various parts of the country, including Ohio, Colorado, and Texas. He attended the College of William and Mary and graduated in 1988 with a B.A. with honors in Government. Andy then went to the University of Richmond Law School, obtaining his J.D. in 1991.  While in law school, he won the moot court competition, the trial competition (twice), and the writing competition. 

After passing the Virginia bar exam in 1991, Andy worked in one of the largest law firms in the country in its Norfolk office, primarily defending large business and insurance companies. After several years of working at the large law firm, he moved to a smaller firm to have the opportunity to focus on helping individuals and their families. In 2000, Andy started his own law firm in Chesapeake, Virginia which grew into the very successful practice of Shilling & Barlow. In 2007, he passed the North Carolina bar and began to practice in the First District of North Carolina, eventually spending an equal amount of time on both sides of the border.

Andy has regularly appeared in the trial courts of both Virginia and North Carolina and has represented clients before the Virginia Court of Appeals, the North Carolina Court of Appeals, and the Virginia Supreme Court. He has additionally appeared in the federal courts, both at the trial level and on appeal, including arguing before the Fourth Circuit Court of Appeals and being a member of the Bar of the Supreme Court of the United States. 


Attorney Caryn R. West

Caryn was born and raised outside Buffalo, New York.  Caryn’s first love and passions are reading and writing, which naturally led to a career in law.  She attended the State University of New York at Geneseo, where she earned a Bachelor of Arts Degree with Honors in Philosophy and English.  From Geneseo, she moved South for warmer weather and attended Washington and Lee School of Law in Lexington, Virginia, graduating cum laude in 2002.  During law school, Caryn was a member of the Editorial Board of the Washington and Lee Law Review.   

Having visited her aunt and uncle in Virginia Beach during her childhood, Hampton Roads was a natural choice after law school.  Caryn obtained a clerkship with the Norfolk Circuit Court and spent her first year of practice learning the ropes of the courthouse.  Caryn then worked for a small firm in Suffolk practicing residential real estate law, before spending over 10 years handling trusts & estate, business, and real estate transactions in Norfolk and Virginia Beach.  Caryn also gained hands-on experience in trust administration as a trust officer for a local investment bank.    

Caryn is now a Wills, Trusts & Estates attorney at Parks Zeigler, assisting our clients with Wills, Trusts, Powers of Attorneys, Estate Administration, Probate Matters, and Guardianships.  She also represents business owners and businesses, helping entrepreneurs form new businesses, assisting existing businesses with contracts and real estate transactions, leases, and general guidance, as well as helping business owners with succession planning. 


Attorney Christy J. Wood

For the past twenty-five years Christy has called Virginia Beach home, but she was born in Bangkok, Thailand, and spent many of her early years travelling and attending school overseas.  She attended boarding school at the Foxcroft School for Girls in Middleburg, Virginia and graduated from high school during the first Gulf War while attending the Walworth Barbour American International School in Tel Aviv, Israel. She was one of eight remaining students to graduate that year and had to carry a gasmask with her to class! She credits these early experiences with shaping her unique approach to conflict resolution both at home and in the office.   

A graduate of Virginia Wesleyan College (1999) and Regent University School of Law (2002), Christy has devoted the last twenty years of her professional career to the exclusive practice of divorce and family law in Hampton Roads.  She recognizes the deeply personal nature of her work, and the very real impact that having the right attorney has on her clients and their families.  Christy is a current board member and past president of the Virginia Beach Bar Association and former chair of the C.L.A.S.S. program (Concerned Lawyers Advocating Spousal Safety).   


Attorney Shelly F. Wood

Larachelle “Shelly” Wood is a native of Chesapeake and attended Deep Creek High school, as did her mom and all her mother’s siblings. She attended ODU and graduated in 1997 with a B.S. in Political Science and a minor in Criminal Justice. Shelly knew she wanted to attend law school and throughout college and law school she worked part-time with local attorneys as a legal assistant in the areas of family and criminal law.

Shelly attended Regent University School of Law and graduated in 2001. In law school, she competed on the mock trial team and served as an officer for the American Bar Association.

In her third year of law school, Shelly obtained a third-year practice license and practiced as an intern with the Norfolk Commonwealth’s Attorney’s office. After passing the bar exam, Shelly’s career began as a Public Defender for the City of Norfolk in 2002 handling misdemeanor and felony cases. Shelly went into private practice in January 2004 doing family law, including serving as a Guardian ad Litem on custody matters, and serving as court-appointed counsel for indigent defendants. Shelly also served as a Substitute Judge for a six year having been appointed by the Judges of the Chesapeake Circuit Court.  Shelly continues to handle criminal and traffic cases in addition to her active family law practice. 


Attorney Brandon H. Zeigler

Brandon is an experienced Virginia Beach attorney who grew up in Norfolk and attended Taylor Elementary, Blair Junior High, and Maury High School.  After graduating from Maury in 1986, Brandon attended George Mason University to study international affairs and economics. 

During, and immediately after college, Brandon worked in the restaurant business and after graduation (and between jobs) traveled extensively.  From 1991 through 1994 Brandon traveled across the country twice, to Canada and Mexico, and spent several months in Eastern and Western Europe backpacking, including going to the 1992 Olympics in Barcelona and World’s Fair in Seville. While in law school he was the president of the trial team for two years and worked within the Naval Legal Services Office (“JAG Corp). 

After passing the bar, Brandon obtained a job with a well-known small litigation based law firm where he worked for 7 years, the last 2 years as partner.  Thereafter he joined a mid-size firm (30 attorneys) for the next 11 years where he was on the long-range planning committee.
