The importance of child support:
Child support covers everything a child needs, and even more, during the growth and formative years. A parent’s first and principal obligation is to support his or her minor children according to the parent’s circumstances and station in life, and children should share in the standard of living of both parents.
Thus, the amount of a child support award is more than a question of bare necessities. If the child has a wealthy parent, that child is entitled to, and therefore needs something more than the bare necessities of life. Where the supporting parent enjoys a lifestyle that far exceeds the custodial parent’s living standard, child support must to some degree reflect that more opulent lifestyle.
This is so even though, as a practical matter, the child support payments may incidentally benefit others in the custodial household whom the payor parent has no obligation to support (e.g., custodial parent owed no spousal support, adult children, or children from custodial parent's other relationships). Children are entitled to share in non-custodial parent’s elevated standard of living, despite custodial parent's lower income.

Cindy Clark, Partner
Attorney Clark attended law school when her 3 children were teenagers. She received her Juris Doctor Degree from Franklin Pierce Law Center in 1980. Prior to law school, from 1975 to 1976, Cindy was elected to the NH House of Representatives and served on the House Judiciary Committee. She was appointed Commissioner by Governor Hugh Gallen to the Commission of Children and Youth. While serving as a member of the NH House of Representatives, Cindy was the sole sponsor for legislation that fathers be given equal rights in contested custody cases, which at that time was a very controversial issue. Cindy is on the Board of Directors for the Alternative Dispute Resolution Association. Cindy was formerly a member of the Grafton County Delegation, a licensed NH real estate saleswoman, a member of the Board of Directors for the Lakes Region-Twin Rivers Coordination Council, a member of the NH Woman's Correctional Facility Study Committee, a member of the Executive Committee for the NH Women's Political Caucus, a volunteer for the NH Probation Department, a Legislative Chairman for the NH Task Force on Child Abuse, a member of the Advisory Board for the Youth Development Center, Regionalization Program, and a Chairwoman for the Women's Auxillary, Plymouth Area Little League. Cindy has also lobbied for the New Hampshire Probate Judges, the New Hampshire Dental Society, Rockingham Park, and Yankee Greyhound Park before the New Hampshire Legislature. Cindy is licensed to appear before all New Hampshire State Courts and the 1st Circuit of Appeals.
In her spare time, she also breeds thoroughbred horses in the State of Kentucky and has raced at Suffolks Down, Rockingham Park, Churchill Downs and Arlington Park Court.
Cindy's daughter Cammy is a sports writer for the Miami Herald. Her son Coy is an officer in the US Coast Guard. Coy and his wife Eileen have 3 children. The oldest child, Chris, is attending the US Coast Guard Academy where he plays on the football team. Grandchildren, Casey, and Megan are attending high school in North Carolina. Cindy's daughter Cathy and her husband Bill have a 1 year old, very independent youngster named Abigail. Cathy and Bill work in the computer industry in New Hampshire.
Cynthia Proctor Gilman, Associate
Attorney Gilman graduated cum laude from the University of New Hampshire at Manchester with a B.A. in English in 1993 where she served as the President of the Student Body, was the Student Trustee to the New Hampshire University System Board and served as the Editor-in-Chief of the school newspaper, The UNHM Student Press . She graduated from Massachusetts School of Law in 1996 where she served as the Vice President of the Student Bar association and was a staff writer for the school newspaper, The Writ. After graduating from law school, Attorney Gilman took and passed the Massachusetts and New Hampshire bar exams and practiced personal injury law in Lowell, Massachusetts. In 1999 Attorney Gilman began work for a firm in Hooksett, New Hampshire and handled all of the family law cases in that office. Attorney Gilman has been with Clark & Sekella since March, 2004. She lives in Manchester, has three children, a guinea pig and a cat.
Deborah M. Shepherd, Associate
Attorney Shepherd graduated from Massachusetts College of Liberal Arts, located in the Berkshires, in 1984 with a Bachelor of Science Degree in Marketing and a Bachelor of Science Degree in Computer Science. She then worked in the computer field for sixteen years before attending Franklin Pierce Law Center and graduating in 2003. While at PierceLaw, Attorney Shepherd participated in the Civil Practice Clinic and the Child Advocacy Clinic, providing services to clients at reduced fees or pro bono. She also participated in the Mediation Clinic and mediation competition during law school. Upon graduation, Attorney Shepherd began working for a general practice firm and handled cases in personal injury, property disputes, criminal defense, landlord/tenant, small business, and family law. For the past six years, she has facilitated a support group with her husband called DivorceCare©.
Rebecca Fell Brockelman, Associate
Attorney Brockelman graduated from the University of New Hampshire with a B.A. in Communications and worked as a paralegal for over 10 years. The knowledge and education Attorney Brockelman received from this experience is what ultimately challenged her to pursue a career as an attorney. She found herself particularly interested in aspects of family law, helping clients in what are often complicated and emotionally stressful decisions. Attorney Brockelman received her Juris Doctor from Franklin Pierce Law Center and is admitted to the Bar in New Hampshire and Massachusetts, focusing her practice in real estate and family law.
Attorney Brockelman is a member of the New Hampshire Bar Association and the Real Estate and Family Law sections of the New Hampshire Bar.
